My concept on 69 is:
1st/3rd/5th line- 13 star
2nd/4th/6th line – 10 star
or reverse 😉
Could alternate 12 and 11 instead of 13/10, but I think either is too elongated.
Could go with an “oregon-like” 3 rows of 10, 1 row of 9, 3 rows of 10.
Or use a vertical arrangement (like thinking of the current flag as alternating columns of 5 and 4 instead of rows of 6 and 5) – 9 columns of 8 and 7 stars (8-7-8-8-7-8-8-7-8 or similar).
