In the 19th century, before finger-printing, there was a system for identifying repeat-offenders with an assortment of body measurements. It was called bertillonage, and We Make Money Not Art has a post on it. The Wikipedia also talks about it on their Anthropometry page.
In other 19th-century crime-fighting news, notes written by a policeman of the time reveal who Jack the Ripper probably was.
